autotest_CatchBadSignatures: move to bvt-perbuild temporarily.
This will still run on every build, but removes the test from the
critical path while crbug.com/427384 is fixed.

TEST=test_that --suite:bvt-cq does not run the test.
TEST=test_that --suite:bvt-perbuild does run the test.
