network_CheckCriticalProcesses: Re-factor into separate tests

Instead of having a single test which will only work on CrOS Core
targets that have all optional features enabled, the split allows

BUG=chromium:382290
TEST=run bvt against gizmo (without debugd) and verify it does not
     fail now because debugd could not be found.
TEST=run bvt against lumpy (with all optional services) and verify same
     coverage.
