Temporary hack to remove whitelist policy before an update.
This will clear the state and update_engine will ignore this file.
This resolves a bug where older machines may have had a bug when reading
this policy file that always disables updates.
BUG=chromium:222660
TEST=Ran it on a bricked machine. Update completed and policy was wiped
by stateful update after update (so this didn't stick which is intended).
