[Autotest] Improves bug reporter search capabilities.
'Html-Escapes' the query marker and performs an exact search,
if this returns inconclusively eliminates the reason field
alltogether and grabs the super set of related issues, going
through each one looking for an exact match.
BUG=None
TEST=Took strings that confuse the reporter into creating
different issues today and made sure they dupe.
