Fixing network_3GSSuspendResumeStress test
The network_3GSuspendResumeStress test doesn't currently work
and there is no reason it needs to be a server side file. Move the control
file to a client side test.
BUG=None
TEST=Run the test and make sure it runs for 1000 iterations.
