Remove EXPERIMENTAL = True from all non-BVT tests. The EXPERIMENTAL setting is being deprecated; the setting is a no-op when the test isn't in the BVT and isn't in a suite with `file_bugs` set to True. This removes the EXPERIMENTAL setting from control files where the setting has no effect.
