Add E362 specific control files for network3g tests.
This CL adds control.e362 for scheduling the following network3g tests
on DUTs with an E362 modem:
- network_3GDisableWhileConnecting
- network_3GIdentifiers
- network_3GModemPresent
- network_3GSafetyDance
- network_3GSmokeTest
- network_3GStressEnable
- network_MobileSuspendResume
It also updates control.e362 of network_3GModemControl to schedule the
test on DUTs with an E362 modems.
