[Autotest] Enable bug filing for perf_v2 suite.

Also fixes the classification of lab errors, which will now
only occur with ABORTS, and adds ccs to the webrtc suite.

TEST=Put perf_v2 bug template into dummy fail and
     confirmed it does what I expect it to. Confirmed
     that ERRORs don't get the lab_error bit.
