[autotest] Fix setup_dev_autotest.sh for sharding on Trusty.
Apache 2.4.7, which is a default version on Trusty, does not
load the module, cgid, by default.
In the sharding system, master DB needs to enable connection
from remote shard nodes.
This script fixes such issues.
