[autotest] Enable email notifications for dynamic_suite.
Set the logging config inside dynamic_suite tests to send emails out to
the chromos lab infrastructure team if there are warnings or errors.
The severity of existing logging statements have been adjusted such that
warnings and errors only represent actionable issues and not just
informational messages.
