Add more control files in video_PlaybackPerf.
Add control files to run video_PlaybackPerf test with no dependency
in video suite for VP8 1080p video, VP9 1080p video and H264 1080p
video because we want to collect the software decode performance
data on the devices without hardware acceleration as well. We plan
to move these tests to other suite to run on a weekly basis in the
future.
