[autotest] Port duplicate tests in network3g suite to use suite dependencies
This change makes use of the new suite level dependencies feature to
eliminate control files from the network3g that were duplicated between
a tmobile and verizon version. For each duplicate pair of control files
that previously existed, there is now 1 control file that declares
itself to be in both the network3g_tmobile and network3g_verizon suites.
In a future change, some test control files which have a carrier:tmobile
dependency but are still part of the network3g suite will be moved to
the network3g_tmobile suite.
