[autotest] Add new suite control file to run tests based on ATTRIBUTE
After the SUITE tag in the control files is phased out and replaced by
ATTRIBUTES, now to add a new suite control file which runs test based on
ATTRIBUTE.
BUG=chromium:486915
TEST=Test on moblab using run_suite.py with new suite wrapper file to run tests
based on attribute. Pass the suite:dummy.
