Give all scheduler launched child processes a mark and check for
this mark during scheduler restarts. Configurable, defaults to off so
that there is a migration path for a production scheduler with
currently running but unmarked jobs.
This allows autoserv processes that were not launched by the scheduler
to be run on the server by the same user as the scheduler without fear
of them being interfered with during scheduler restarts (cronjobs,
whatnot, etc).
