Adjust lid stuck test in servo-stat to allow 'not_applicable'
DUTs with no lid (i.e. chromeboxes) now report
lid_open:not_applicable instead of lid_open:no. This makes it
possible to distinguish "no lid" from "lid stuck closed". This
change adjusts the check for "lid stuck" to account for the new
lid state.
