autotest: Check that WiFi bitrates remain low until DHCP has completed

TEST=This is a test.  It fails when the logic in wpa_supplicant to
disable high bitrates is commented out.  It should be noted that
these failures are not reliable, since sometimes the rate controller
chooses to stay in low rates even without prodding.
