Chameleon: re-implement unplug-and-plugging
Originally we emulated unplug-and-plugging the external display cable with
xrandr on DUT. Now that Chameleon supports it, we re-implement it via the
Chameleon API.
This also fixes the problem on nyan-big where xrandr doesn't work properly.
BUG=chrome-os-partner:28507
TEST=manually ran the display_Resolution (extended, mirrored) tests on nyan-big
and see it passed.
