power_SuspendStress: Remove broken breathing_time hack
This removes the breathing_time mechanism that never really managed to
do what it was supposed to. Since reestablishing DHCP can apparently
take ages with our servers and TCP retransmission timeouts can grow
really long if they fail often enough, you'd probably have to leave at
least half a minute to make something like this work reliably. Instead,
we just gave up and killed the Daily tests completely.
