Move platform_UReadAheadServer to bvt-perbuild.
The platform_UReadAheadServer test includes a DUT reboot, and is
inherently slow. As part of the effort to improve CQ performance,
move this test from bvt-cq to bvt-perbuild.
Additionally, adds a BUG_TEMPLATE for the test to make sure that
test failures in BVT runs will have a bug assigned appropriately.
