Delete a bunch of legacy code that is no longer used.
High-level
1) Remove test_scheduler.py (scheduler before suite_scheduler)
2) Remove chromeos_test -- a bunch of related library code from
the Kirkland team that we've replaced.
3) Remove the old autotest dashboard code.
4) Old admin/deployment code.
