Chameleon: Reduce the repeat count of display_SuspendStress to 3
The default repeat_count of display_SuspendStress test is 16, each one needs
to run about 22~34 seconds, which is quite too long for running this test, more
than 10 minutes. Due to speed it up for lab running, reduce the default
repeat_count to 3. Create more control files for more repeat count, which
don't has the SUITE='chameleon' tag such that the lab does not schedule them.

TEST=manually run the test on peppy and see it passed.
