power_Standby: Get voltage design value from voltage_max_design
This test only gets voltage_min_design data to use. In SBS v1.1
, it only defines the design_voltage, so some gas-gauge drivers
only provides voltage_max_design as SBS design_voltage.
After applying this patch, the test will use the
voltage_max_design value if the voltage_min_design value is
invalid.
