Integrated encode_rsa_key/raw_sign into RSAPublicKey.

Refactored the module functions encode_rsa_key() and raw_sign() into the
RSAPublicKey class. Renamed raw_sign() into sign() and the method now
directly takes the data for signing and handles the hashing internally,
which ensures that only hashed data is signed and never raw user-provided
data.

Changed Algorithm.padding to directly contain the padding bytes instead
of an array of integers. Also fixed the final remaining lint errors

This change is still compatible with Python 2.
