Removed VarDecl::hasStaticStorage() (redundant with hasGlobalStorage()) Removed VarDecl::hasAutoStorage() (only used by hasLocalStorage()) Merged logic from VarDecl::hasAutoStorage() into VarDecl::hasLocalStorage(), and expanded (fixed) the logic of hasLocalStorage() to handle Extern and PrivateExtern.
