Make codegen smart enough to not emit the dead side of an if whose condition is a constant. This shrinks -O0 codegen by quite a bit on some cases. git-svn-id: https://llvm.org/svn/llvm-project/cfe/trunk@59033 91177308-0d34-0410-b5e6-96231b3b80d8
