Apply heuristics to cut back on number of candidate sets of builtin operators. Currently, it is applied to '++' and '->*' operators. I need to apply it to others as well. Also, heuristics need be applied to BuiltinCandidateTypeSet::AddPointerWithMoreQualifiedTypeVariants.
