Implement C++11 semantics for [[noreturn]] attribute. This required splitting
it apart from [[gnu::noreturn]] / __attribute__((noreturn)), since their
semantics are not equivalent (for instance, we treat [[gnu::noreturn]] as
affecting the function type, whereas [[noreturn]] does not).
