Introduce Type::isStructureOrClassType(), which does the obvious
thing. Audit all uses of Type::isStructure(), changing those calls to
isStructureOrClassType() as needed (which is alsmost
everywhere). Fixes the remaining failure in Boost.Utility/Swap.
