devices: irqchip: finish KvmKernelIrqchip impl

Implemented the remaining IrqChip trait functions for the
KvmKernelIrqChip, including register/unregister_irq_event and irq
routing functions.

Added some irqchip tests for setting irq routes and servicing irq lines.
Also added tests for registering irq events.
