Rename "chromeos" -> "brillo" in include paths and namespaces
libchromeos is transitioning to libbrillo and chromeos namespaces
and include directory is changing to brillo.

TEST=built on aosp and dragonboard, unit tests passed
the generated proxies/adaptors in other projects compile correctly
