CP: Require 'master' config to be supported in Android CTS

All Android devices should support rgba8888d24s8 for compatiblity and
test coverage.

dEQP README

This repository contains a GPU testing suite called dEQP (drawElements Quality Program). dEQP contains tests for several graphics APIs, including OpenGL ES, EGL, and Vulkan.
