Check viewport limits against framebuffer limits

They were being checked against the maximum image dimensions which was
incorrect.

Affects: dEQP-VK.api.info.device.properties

dEQP README

This repository contains a GPU testing suite called dEQP (drawElements Quality Program). dEQP contains tests for several graphics APIs, including OpenGL ES, EGL, and Vulkan.
