Backport post-P AHardwareBuffer changes from Khronos CTS

This includes all the changes approved by Khronos to these tests between
the time we initially landed them for P CTS, and the upstream changes
being accepted.

dEQP README

This repository contains a GPU testing suite called dEQP (drawElements Quality Program). dEQP contains tests for several graphics APIs, including OpenGL ES, EGL, and Vulkan.
