Fix issues in Vulkan PointCoord test

 * Fixed PointCoord calculation to follow spec.

 * Made random point size generation code more robust. Existing code
resulted in rnd.getInt() being called with invalid range.

Changed: dEQP-VK.glsl.builtin_var.simple.pointcoord

dEQP README

This repository contains a GPU testing suite called dEQP (drawElements Quality Program). dEQP contains tests for several graphics APIs, including OpenGL ES, EGL, and Vulkan.
