Enable GL support for Android build

- Add GL45Activity which creates a GL4.5 core activity
- Enable android build scripts to take 'gl' as argument for
  -glcts-gtf-target
- update documentation for Android building and running

Components: Framework, AOSP, OpenGL

dEQP README

This repository contains a GPU testing suite called dEQP (drawElements Quality Program). dEQP contains tests for several graphics APIs, including OpenGL ES, EGL, and Vulkan.
