Fix NotSupported condition in dEQP_VK.spirv_assembly

The API version check was backwards.

dEQP README

This repository contains a GPU testing suite called dEQP (drawElements Quality Program). dEQP contains tests for several graphics APIs, including OpenGL ES, EGL, and Vulkan.
