Reduce GPU workload of pipeline_barrier tests

Tests with large buffer sizes will now clamp the
GPU workload to avoid triggering execution timeout
on implementations.

Affects: dEQP-VK-memory.pipeline_barrier.*

dEQP README

This repository contains a GPU testing suite called dEQP (drawElements Quality Program). dEQP contains tests for several graphics APIs, including OpenGL ES, EGL, and Vulkan.
