Add disabled and loggingonly support to compat changes docs
Text in the documentation is either:
- Used for logging only. (new)
- Disabled for all apps. (new)
- Enabled for all apps. (existing)
- Enabled for apps with targetSdkVersion of greater than X. (existing)
