Break up RELEASE-NOTES into files in doc/RelNotes The RELEASE-NOTES file was getting too big as be unweildy. It also made it hard to have simultaneous releases of older maintenance releases. So split it up into smaller files in the doc/RelNotes directory. Signed-off-by: Theodore Ts'o <tytso@mit.edu>
