ChangeLog, configure, configure.in:
* configure.in (HAVE_STATE_FLAGS): Check to see if st_flags is
actually useful (since glibc 2.1 declares it on Alpha without
it being usable). Add check for signal.h header file, which
doesn't exist on non-unix platforms.
