Initial import of geonames data

This commit has been generated by running android/download_latest.sh.
This script downloads the various cities files, generates the METADATA
and records the response headers from the download as an audit trail.

Files in export/dump/ are from geonames, downloaded by
android/download_latest.sh.

METADATA and files in android/version_info/ are also created by
android/download_latest.sh.
