[vulkan] Fix missing structextends in vk.xml for ImportColorBuffer, etc.

+ Fix always using test ICD in Vulkan HAL unittests even when host gpu
env variable is active
+ Add convenience output argument to setupVkColorBuffer so that
users know the real memory requirements
+ Add VK_ANDROID_external_memory_android_hardware_buffer as an emulated
extension that also transforms to the host platform-specific external
memory extension
