Add "hyphenation patterns" for 22 languages
The following languages are covered:
as, bn, cy, da, en-GB, et, eu, fr, ga, gu, hi, hr, kn, ml, mn-cyrl, mr,
or, pa, sl, ta, te, tk
Android.mk and patterns.mk are updated.
NOTICE files are added and MODULE_LICENSE_* files are also added.
