Update Android ICU tzdata from 2020f to 2021a. This change is associated with tzdb 2021a changes in system/timezone. metaZones.txt and windowsZones.txt are cherry-picked from https://github.com/unicode-org/icu/commit/7c412f9c8fee27de524fbb6bd8c0b15fb7037a89. zoneinfo64.txt and binary files are generated as part of running system/timezone/update-tzdata.py Bug: 177978481 Test: see tests in system/timezone CL Change-Id: I8860f0ee7b41c8e7d1fbfdac6832cfb4948c79d3
