Allow libicuuc and libicui18n to be host static libraries This is to be used by link those libraries statically inside the host version of libandroid_runtime. The static build is only allowed for host targets. Test: m libicuuc && m libicui18n Change-Id: Icfd71a6fbe1245f8498b536582e2ce00bb26bdbd
