Add test harness class for native intltest and cintltst
Bug: 120776993
Test: atest cintlst
Test: When a test fails non-zero exit code and test report can't obtained,
the test harness will report the whole test failing. stdout and
stderr is printed on host for debug purpose
Test: When a test fails, stacktrace/message from errln(char*) is printed.
Test: include-filter is supported for intltst
