Android patch: Allow absolute paths for ctest's -x. ctest incorrectly identifies absolute paths to -x as a test filter. Skip the argument after -x when finding tese filters so absolute paths are usable. The upstream request is tracked at https://unicode-org.atlassian.net/browse/ICU-13849.
