iproute2: bridge: support vlan range adds

This patch adds vlan range support to bridge add command
using the newly added vinfo flags BRIDGE_VLAN_INFO_RANGE_BEGIN and
BRIDGE_VLAN_INFO_RANGE_END.

$bridge vlan show
