Update Android.bp with Malloc_not_svelte Also moves most of the common flags to a cc_defaults module. In make, the test modules don't apply the 32/64-bit flags, so those don't use the defaults. Change-Id: I47d4c8c42ea3d0db745152beeae13084a85d5bf2
