Enable USE_RTTI_FOR_TYPE_TAGS in Chrome OS. Chrome OS doesn't compile with clang by default, so we need to enable this define and use rtti information. Bug: None TEST=emerge-link libbrillo update_engine Change-Id: I258813f483cf37914b7631a45a05b5acbb3c144c
